This is just one of many unfortunate types of neglect cases that LCAS investigates.  The owner of this horse relinquished ownership to LCAS and arrangements where made to provide it a new home.  The pictures below reflect the horse's condition at the time of the initial investigation and again 70 days after receiving the proper care with the new owner.  A little heart goes a long way and these animals deserve your heart!  Thank you for your donations!
